A California State Department was tasked with the implementation of the Health Benefit Exchange (HBE) as mandated by federal and state regulations. This initiative aims to provide a single point of entry for beneficiaries and potential health insurance enrollees to access and sign up for health insurance. This requires the integration of various systems and the standardization and secure transmission of data between DHCS and external entities such as the Internal Revenue Service, Social Security Administration, and healthcare providers.

Proposed Solution

Radian Solutions addressed these challenges by establishing an Enterprise Business Architecture (EBA) which will guide the development of a model-driven approach to Business Process Management (BPM). This approach will integrate all business participants, automate processes, and provide a roadmap to meet federal and state mandates. The success of this project is critical to ensuring that the State of California can effectively meet the demands of the HBE initiative and provide accessible health insurance options to the public.

This solution is structured as a multi-phased project, with each phase subject to review and approval by state and federal control agencies. The key components of the proposed solution include:

  • Enterprise Identity Access Management (EIAM): Consideration of leveraging existing state solutions with the DMV-EDD through the California Technology Agency to manage identity and access for users.
  • Enterprise Service Bus (ESB): Documentation and design of an ESB to standardize and secure the transmission of data between DHCS and external entities such as the Internal Revenue Service, Social Security Administration, and healthcare providers.
  • Single Point of Entry: Implementation of a portal for beneficiaries and potential health insurance enrollees to access and sign up for health insurance.
  • Enterprise Business Architecture (EBA): Establishment of an EBA within the Enterprise Architecture Program (EAP), led by the Enterprise Business Architect. This includes developing a model-driven approach to Business Process Management (BPM), creating a business roadmap, and integrating stakeholders, state processes, and workflows.
  • Communication and Influence: Establish communication channels with senior business leaders, communicating the business strategy and services, and influencing the organization to adopt planning, strategy mapping, and BPM initiatives.
  • Advance Planning Document (APD): Development of an APD to outline the project’s scope, objectives, and implementation strategy, which will be submitted for review and approval by the control agencies.
  • Feasibility Study Report (FSR): Preparation of an FSR to assess the technical, economic, and operational feasibility of the project.
  • Information Technology Procurement Plan (ITPP): Creation of an ITPP to outline the procurement strategy for the necessary information technology resources and services.
  • Documentation: A list of deliverables such as weekly status reports, documentation of processes and procedures, training plans, technical specifications, network diagrams, project plans, and assessments of legacy system integration and data exchange opportunities were also created.
